Modernization and Equipment of the National Reference Laboratory for the Products in Contact with Food and Products for Children under 3 Years of Age)(NRL Labs)

Requested budget: 16.758.000 CZK

The aim of the submitted project is modernization and equipment of the National Reference Laboratory for the products in contact with food and products for children under 3 years of age, established by the Czech Ministry of Health on the base of Regulation 882/2004/EC. The project focuses on modernization and equipment by instruments which are so far either absent at the workplace, or they are quite obsolete. The project assumes purchase of new UV-VIS 2-ray spectroformeter, high performance liquid chromatographer with mass detector enabling higher fragmentation ((HPLC-MS/MS (MSn), microwave furnace with accessories and atomic absorption spectrometer (AAS) with electrothermic flame atomisation. Regarding the fact that the Czech Republic is obliged to make chemical analytical tests (due to the above mentioned regulation), the equipment of the lab with the instruments is absolute necessity. The project will have positive impact on the health of Czech population. The laboratory will be capable of development and introduction of more sensitive and more clearly evident chemical analytical methods for determination of a wide range of toxic substances necessary for safety check-up of products which get in contact with food and products for children up to 3 years of age and toys. The aim of the project is creating suitable environment for efficient search for hazardous products and therefore increasing level of consumers´ protection.

Modernisation of Information System For Reporting on Infectious Diseases (New Epidat)

Requested budget: 28.319.000 CZK

The aim of submitted project is innovation of system of reporting of infectious diseases EpiDat and hence creating environment for cooperation of epidemiologists on all levels of the system of Public Health Protection including the cooperation with microbiological laboratories and regional reporting subjects. The second aim of the project is making specialist information online accessible for selected groups of users, and publishing general information for professional and general public in the form of basic overviews, and securing feedback for the reporting subjects. To achieve the above objectives, it is necessary to invest in technological updating (SW and HW) of the existing EpiDat infectious disease reporting system, the current version of which does not meet the requirements of international organizations, whose databases the Czech Republic is obliged to supply data (especially EU - TESSy - The European Surveilance System ). The first phase of implementation is the preparation of tender documentation for the tender, the second phase is cooperation with the selected supplier to test the system.

Modernization of System of Evaluation of Health Risks Connected with Chemicals in the Czech Republic (Chemická rizika)

Requested budget: 9.545.000 CZK

The proposed project focuses on establishment of quality technological platform for evaluation of health risks connected with chemical substances in the Czech Republic and for ability of applicant to go on with fulfilling current requirements for evaluation of documents on the chemical at the Ministry of Health and other national and European bodies. Its implementation will enable equipment of the National Institute of Public Health with sufficient software and hardware for ensuring the agenda resulting from international commitments of the Czech Republic (e.g. REACH), and it will also contribute to more efficient communication with state administration and other subjects dealing with evaluation of risks of chemicals. The built-up system will have nationwide scope. Supplier for technological platform for quality and quantity data collection, data processing and data sharing for the risk evaluation will be chosen in open tender. The applying organization currently runs technically backward information system, not capable of complying with growing demands in long-term perspective. The project will be implemented within applicants existing capacities, increased administrative burden will be solved by outsourcing of services connected with project administration, there will be a subcontractor for technological capacity including transfer of entire user and licence rights to the applying organization. Primary target group are employees of the applying organization, officials of administrative offices such as the ministry of health and regional public health points and Toxicological Information Center (TIS). Regarding multisectoral orientation of the project, the target group may also concern people working out of the healthcare, i.e. employees of the Ministry of Agriculture , State Phytosanitary Administration, Ministry of Environment and the Czech Environmental Inspectorate (CEI).

Modernization of Equipment of the National Institute of Public Health (NIPH) for Surveillance of Selected Infectious Diseases and ATB Resistance (Surveillance)

Requested budget: 23.214.000 CZK

The aim of the project is modernization of instrumental equipment of National Reference Laboratory of the National Institute of Public Health (NIPH) which work on laboratory surveillance of serious infectious diseases and ATB resistance. The project consists of 3 parts: (i) Modernization of instrumental equipment for molecular diagnostics and epidemiology of bacterial and viral agents. (ii) Purchase of hardware, software and installation of PC network, (iii) Pilot validation of data collection efficiency. The project will have significant effect on the entire Czech population thanks to improvement of programmes of laboratory surveillance of selected infectious diseases. This shift will essentially contribute to reduction of morbidity and mortality rates and improvement of preventive healthcare and fulfillment of Czech Republic´s international commitments.

Strategic Noise Mapping - phase II (Hlukové mapy)

Required budget: 46.427.849 CZK

The aim of the project is the elaboration of strategic noise maps (DNIM) - phase II, specifically railways, Prague Ruzyně airport, agglomeration Ostrava, Plzeň, Ústí n. L.- Teplice, Liberec, Olomouc and thus the implementation of the first phase of the noise removal process. The project plan is in line with the goal of the intervention area 3.2.IOP: to achieve a change in negative trends in population health indicators such as improving the health and quality of life of the population by applying more effective prevention methods with a positive impact on reducing mortality, disability and partial disability, higher health. Strategic noise maps will be prepared in accordance with applicable European and national legislation. The results of noise mapping are essential for the next phases of noise reduction and the implementation of the project will create a health risk prevention program. The processing of strategic noise maps will be implemented by suppliers.

System Tools for Protection and Support of Public Health and Prevention of Health Risks of the Population (Marketing)

The submitted project focuses in comprehensive way on prevention of wide range of health risks related to people´s lifestyle and on the most significant impacts on Czech population´s morbidity and mortality. It intends to create and implement system programs of primary and secondary prevention with the use of marketing tools focused on active influencing of risk factors of the most serious diseases and transformation of health endangering behavioural patterns in the population. The main aim of the project is extension of average life expectancy of Czech inhabitant, improvement of life quality ad reduction of healthcare expenditures. With the respect to the necessity of seeking system savings within public health insurance, the project will contribute to general sustainability of healthcare funding in the Czech Republic, under the terms of condition of implementing system, technically knowledgeable and cost effective measures. In terms of content, the project will focus on minimizing the most risky lifestyle factors of the Czech population, including smoking, excessive alcohol consumption, stress, lack of exercise, inappropriate diet, risky sexual behavior, antibiotic overuse, neglect of preventive measures, insufficient activity and mental health problems in old age. . This focus of the project reflects the fact that the most significant impact on the health of the population and mortality are civilized diseases - cardiovascular, metabolic and oncological. HIV/AIDS infection has seen a significant increase in recent years. Harmful use of alcohol, tobacco and drugs in adolescents and adolescents is on the rise. Serious health, economic and social problems include injuries, antibiotic resistance and increased tooth decay. The project is intended for the general lay and professional public, families with children, adolescents and young people, people at a disadvantage (50+) and vulnerable groups. The implementation of the project will be ensured by a wide project team of SZÚ with the help of professional suppliers of marketing and software products.

Economy of Mental Health (EKODUZ)

Requested budget: 10.663.265 CZK

EKODUZ is a part of a strategic reform in the field of psychiatric care in the Czech Republic. It focuses on the evaluation of parameters and creating a strategy for increasing effectivity and availability of a mental health care in the Czech Republic. The project has three consecutive levels:a) evaluation of effectiveness of the cost of mental illnesses, b) modelling the cost of the services to be created as a part of the reform, c) creating a methodology for the economic evaluation of the reform steps made. All these three activities are a prerequisite for a successful reform. The first activity will enable to find out what are the real costs of mental illnesses, who is the bearer, how it varies from a patient to patient and how it varies in different regions. This will create specific data for negotiations on the future financing of the mental health care system, in particular between the Ministry of Health and the Ministry of Labor and Social Affairs. Moreover, it will create the basis for assessing the economic effectiveness of the reform. The second activity will enable to find out what will be the optimal services system setting in terms of their quality, efficiency, complexity and availability. The third activity is a complementary to the first activity and will enable the economic evaluation of reforms steps and continuous optimization of the development of the care system. The main benefit for the Ministry of Health will be the possibility to ensure informed decision-making on the further development and financing of mental health care. The obtained data, studies and analyses, as well as the communication strategy will be used by the Ministry of Foreign Affairs in the implementation and coordination of the psychiatric care reform.
