Widening Involvement of Central European Region in the 'Fission, Safety and Radiation Protection' Programme (WICE)

Our project derives from the urgent need of the EU Member States for coordinated approaches in the fission, safety and radiation protection activities. WICE particularly focuses on the field of radioactive waste management, which is becoming the key issue in the latest debate about further use of nuclear energy, as well as in other research and technology fields that commonly use radioactive material and thus also share the responsibility for the later waste management. As in other fields, there are many regional differences between the cluster of well integrated old Member States, who effectively perform collaborative research associated with use the nuclear energy and are involved in the agenda setting for many years, and the cluster new Member States who rather play a role of passive observers, despite the fact that some of them operate large nuclear facilities. We have decided to target the actors operating in Central Europe, who form not only natural geographical cluster, but also share similar policy challenges related to management of radioactive waste, resulting from socio-cultural setting of the local communities. Shared significant part of the historical trajectory of the respective countries has also often enabled existence of public management and RDI institutions with similar organizational structures and competencies. This unique feature we plan to further cultivate within WICE and use it as a common platform to streamline and effectively communicate the local agenda to key EU stakeholders. In order to achieve our project objectives, we propose to implement various measures, starting from individual support of researchers in their efforts to integrate in the EU consortia; support to the formation of regional thematic networks; building individual, as well as institutional, capacities for their effective participation in ERA activities, finally complemented by tailored dissemination measures, to ensure widest possible impact of the project.
